Phil Beshara counsels and represents clients in civil litigation, bid protests, contract disputes, and government investigations. He also regularly advises on a variety of regulatory compliance matters and has experience advancing federal legislation on Capitol Hill, maintaining strong personal relationships with bipartisan policymakers and their staff.
Mr. Beshara frequently represents government contractors in bid protests before the United States Court of Federal Claims and the Government Accountability Office (“GAO”), and has represented clients from various sectors in civil litigation before the United States Fourth Circuit Court of Appeals, the United States District Court for the Eastern District of Virginia, the Superior Court of the District of Columbia, and the Nineteenth Judicial Circuit Court of Virginia in Fairfax. His regulatory advising also spans a range of compliance issues, including cybersecurity, service labor, and small business programs.
Prior to joining private practice, Mr. Beshara worked for a bipartisan group of policymakers at various levels of government. He served as an adviser and aide to Congressman Tim Ryan on Capitol Hill, advising the congressman on defense and veterans’ affairs issues, and assisting with the congressman’s work on the House Appropriations and Armed Services Committees. He also previously worked for retired U.S. Senator George V. Voinovich and former Ohio Senate Majority Leader Jimmy Stewart.
During law school, Mr. Beshara counseled and represented a national sentencing reform group with their legislative outreach on Capitol Hill as part of Georgetown Law’s Federal Legislation & Administrative Law Clinic. He also served two years as a delegate in the Student Bar Association, taking a leading role in Georgetown’s Day of Service.
COMMUNITY SERVICE & AFFILIATIONS
Mr. Beshara is a Truman National Security Scholar, certified by the Truman National Security Institute’s congressional leadership development program on defense, foreign policy, and national security issues.
He is also an ambassador of the William J. Clinton Foundation and is currently serving a third term as a junior board member for StreetWisePartners, a charitable organization providing career mentoring to low-income individuals in the New York City and Washington, D.C., areas.
Outside of work, Mr. Beshara is an aspiring double bogey golfer and self-certified foodie.
